Dr. Robert “Bobby” H. Laurine Jr.

Dr. Robert H. Laurine Jr. serves as the President of R.K Executive Consulting, LLC. In his role Dr. Laurine acts as a senior advisor to federal and state government organizations, along with small to medium-sized companies, consulting in the areas of strategic planning, information technology, cyber security, business continuity and crisis response planning, executive coaching, and identifying areas to expand business and increase annual revenue.

In addition to his current position, Dr. Laurine is instructing as an Adjunct Professor of Engineering Management and Systems Engineering for his alma mater, The George Washington University and serves on the Federal Board of Advisors for QTS Data Centers.

In July of 2021, Dr. Laurine retired as Vice Chancellor and Chief Information Officer (CIO) for the University System of Georgia (USG). During his tenure, he oversaw higher education technology solutions for all 26 public colleges and universities in the State. Dr. Laurine implemented innovation across all institutions using a data-informed approach to advance enrollment, support student success, and drive towards greater college completion, enhancing both fiscal and human capital administrative functions in support of the USG’s $9.6 billion higher education enterprise. Dr. Laurine played a critical leadership role in the consolidation of 31 public colleges and universities down to 26, reducing redundancy, streamlining costs, and delivering a better and more efficient degree program for students. In addition, Dr. Laurine established the USG’s first cyber security and insurance program, to ensure the protection, confidentiality, integrity, and availability of USG information and information systems.

Prior to his position with the USG, Dr. Laurine served as Chief Technology Officer, HP Enterprise Services, driving innovation and growth for the Department of Defense and Intelligence Community.

In 2014, Dr. Laurine retired as a Defense Intelligence Senior Executive for the National Geospatial-Intelligence Agency (NGA) within the Department of Defense. During his 30-plus years of federal service, Dr. Laurine served in key leadership positions to include: NGA’s CIO, directing the Agency’s IT portfolio and overseeing a budget of more than $2 billion; West Executive, leading NGA’s second headquarters and managing the daily operations of 3500 employees located in ten states across the US; NGA’s Chief Operating Officer, responsible for agency-level operational and human capital issues for the multi-billion dollar enterprise to include financial program and resource management and facility planning; and NGA’s Director of Research and Development, designing and implementing transformational technology solutions to lead NGA into the future. In addition, Dr. Laurine established the NGA University Research Initiative, partnering with top national universities to administer federal grant opportunities and develop cohort programs for employees to further their education.

Dr. Laurine graduated from the University of Maryland with bachelor’s degrees in both Geology and Computer Science and holds a Master of Science degree in Computer Science and a Doctorate of Science in Engineering Management from The George Washington University. In addition, he has received extensive leadership training from Harvard University, Korn Ferry Institute, and the Center for Creative Leadership. Dr. Laurine has been honored with the National Intelligence Award for Collaboration Leadership, National Intelligence Distinguished Service Medal, the National Intelligence Superior Service Medal, and the Federal Executive Board’s Leader of the Year Award. He was recognized by both President Bush and President Obama with the Presidential Distinguished and Meritorious Executive Awards for sustained extraordinary accomplishment and service to his country.

Dr. Laurine resides in Stuart, Florida, with his wife Kelly and their children, Jack and Annie. He also has two adult daughters, Mrs. Stephanie Rorrer and Dr. Rebecca Laurine, and five grandchildren.
